It’s the iGear Faith Leader, a smaller knock off of the first MP Prime figure.
I wouldn’t recommend buying one, as the plastic is kind of soft. I got this one for cheap because a friend of mine sold it to me after he broke it. (Thanks to a friendly guy from TFW, I was able to fix it, though.)

Grimmers is almost a big goofy dog in G1 season 3, so this is lawlsome.
